Panaman presidentti José Raúl Mulino on lähettänyt vahvan viestin Yhdysvaltojen ulkoministerille Marco Rubiolle: Panaman kanavasta ei neuvotella. Kuulessaan Rubion tulevasta vierailusta, Mulino toisti, että kanava on "sinetöity" ja se kuuluu Panamalle.
